BRESL Project Board Meeting at the end of 2011

On December 20th 2011 the Project Board Meeting for the project of barrier removal to the cost effective development and implementation of energy efficiency standards and labeling project (BRESL) took place at Sahira Butik Hotel in Bogor. This meeting was attended by the director of energy conservation: Mrs. Maryam Ayuni; UNDP head of unit environment: Dr. Budhi Sayoko and its project manager: Dr. Verania Andria; Director of electricity technique and environment Ministry of Energy and Mineral Resources (MoEMR); representative from Bappenas: Mr. M. Asrofi; the head of AILKI: Mr. Ardi M.; as well as members of BRESL project management team.
The head of sub-directorate for electricity standardization as 1st Deputy National Project Director: Mr. Djisman P Hutajulu act as moderator in the meeting. He was also leading the discussion of BRESL work progress in 2011 and the 2012 annual working plan (or AWP). In line with BRESL project document the purpose of all BRESL activities are to remove barriers related to the development and implementation of energy efficiency program through standardizing and labelling 7 household appliance. The 7 energy efficient household appliances targeted are compact fluorescence lamp, electric fan, electric ballast, air conditioner, electric motor, refrigerator and rice cooker.
BRESL progress report exposition was delivered by project management team coordinated by BRESL National Project Manager: Dr. Asep Suwarna. He explains 2011 achieved output such as the completion of several home-appliance energy performance testing drafts; market survey result data on electric ballast, refrigerator and electric fans; preliminary study result on energy efficiency finacing, RSNI drafts, MoEMR Regulation for energy efficiency drafts for refrigerator, ballast and fans; energy efficiency impact analysis guideline draft; and BRESL Indonesia activities at regional level in China (April 2011) and in VietNam in (November 2011). Besides that, BRESL website can now be accessed by public with the address of www.bresl.or.id. Further development is currently underwent to better manage of the website. BRESL is also developing government procurement scheme for energy efficient appliance and for this coordination with government procurement agency (LKPP) has been done.
In exposing AWP 2012 it was known that BRESL will prepare policy document for the creation of 4 MoEMR regulation as well as their technical guideline. Furthermore, the preparation of energy performance testing standard of the remaining home appliance focused products and the continuation of capacity building activities. Additionally the facilitation of workshops, seminar, promotion and socialization activities on energy efficiency standard & label (ES&L) as well as inviting several banks/financial institution to get on board for the success of ES&L program. Testing laboratory capacity building program was also a key discussion at this meeting, particularly, in the training event to Japan for lab technicians/analysts. Procurement of testing equipment, planed seminar for manufacturing lab management/technician as well as acceleration program for laboratory accreditation were also mentioned. As for pilot project, BRESL will initiate the possibility to cooperate with Bali Provincial government and Bogor regency government.
